Alay Bayan-Luson, Inc. (ABI) is a non-government organization that promotes community-based disaster management in Luzon. It was established in 2000 through the initiative of the member people's organizations and service institutions of the Central Luzon Disaster Response Network (CLDRN) formed after the Mt. Pinatubo eruption in 1991.
ABI is registered with the Securities and Exchange Commission (SEC) as a non-profit, non-stock social development agency. It is registered and licensed by the Department of Social Welfare and Development (DSWD) to implement relief, rehabilitation, preparedness and mitigation programs. Its area of operation and networking covers the entire Region III and adjacent provinces of Regions I & II.
ABI closely works with vulnerable communities and organizations, supporting their initiatives to increase their capability in community-based disaster management.
Working within the framework of sustainable development, the ABI stresses rehabilitative and ecologically sound interventions. Since disaster response, preparedness and mitigation as well as risk reduction require the involvement of everyone, the ABI works in first instance with the vulnerable sectors or the marginalized, which have insufficient capability to cope with disasters because of their poverty.
ABI engages in solidarity initiatives locally and internationally to:
* promote public awareness on disaster-related issues confronting the regions, press for appropriate government policy and urge prompt action; * establish partnership with local and international donors and partners for services to the most vulnerable sectors of Central Luzon
* mobilize volunteers among the less vulnerable sectors for the delivery of needed services to calamity victims and the vulnerable sectors.
